An experienced public speaker, he has given keynote talks at some of the UK’s largest tech events, in addition to hosting conferences and chairing panels at venues ranging from London’s Chatham House think-tank to the Latitude music festival.
Graduate of both business and law studies in Bucharest, holds an MBA from Northwood University in Michigan, USA, while maintaining a strong focus on technology. His career path turned towards cyber-security in 2001, where he activated for over 15 years, becoming a professional in this field after implementing and consulting on numerous and complex solutions from security base lining, to pre-emptive protection, remediation and resolution. He is also a certified auditor in system’s security and risk management and the current interests outline security intelligence and architecture, mapped on the Romanian IT security ecosystem.
In 2016, he has taken on a new and more complex challenge, becoming the first Government Chief Information Officer in Romania. Among his responsibilities are the implementation of information technology public policies, development of the enterprise architecture and alignment of projects, investments and resources with the objectives of the national strategy and interoperability framework.
Russell is a professional manager with twelve years Information Security experience, including five years managing Security Operations Centres. Building out, defining Security Operations processes and procedures and running Security Incident response functions. CISSP of 7 years good standing.
I am a highly self-motivated security professional with over 20 years of experience in the IT industry, the majority of which have been spent in information security, working primarily in the finance and other critical national infrastructure sectors.

David has been active in the cyber security, eDiscovery and system integration community for the last 20 years. Prior to joining OpenText, David lead a team that provided solutions to over 140 of the Global 1000. Prior to this he was head of Worldwide Channels at Systech, X1, Damballa and spent close to a decade at Guidance Software. David earned a Masters of Science in Cyber Security from Fordham University as well as CISSP, CCNA and EnCE certification.
