Cyber attack disrupts Romania’s Digital Land Registry Systems, ANCPI Confirms

Romania’s National Agency for Cadastre and Land Registration has reported a data security incident that impacted the country’s digital land registry systems, prompting the agency to take the affected systems offline.

 

Romania’s National Agency for Cadastre and Land Registration (ANCPI) is the government body responsible for managing the country’s land and property records. It oversees the national cadastre, maintains digital land registry systems, and provides mapping and geospatial data that support property transactions, ownership verification, and urban planning across Romania.

 

In a data security incident notice, ANCPI said that on July 14, it suffered a significant cyber attack that rendered all of its IT systems—including the agency’s email services and the e-Terra cadastre and land registry application—non-functional. The agency immediately launched an investigation, with assistance from external cyber security experts, to determine the nature and scope of the incident.

 

It also took steps to secure the affected systems and notified relevant law enforcement authorities about the incident.

 

“Based on current information, we estimate that the e-Terra application will most likely remain unavailable until the end of this week,” ANCPI said.

 

The agency added that the data managed through ANCPI’s IT systems remains secure and was not compromised as a result of the incident.

 

In a separate update, ANCPI said that based on all checks conducted to date, its technical and legal databases have not been compromised.

 

Furthermore, ANCPI said the migration of its applications to the Government Cloud, an operation coordinated by the Special Telecommunications Service (STS), is underway and expected to be completed on July 22. Once the migration is finished, the applications and data will undergo verification by the relevant authorities, who will assess the systems and recommend any additional measures before an estimated timeline for restoring services is announced. The agency said its systems will be brought back online in phases based on operational priorities.

 

ANCPI said its specialists, together with relevant authorities, are working to complete remediation efforts and safely restore services. The agency added that reports circulating about the alleged impact of the cyber attack are not based on official information and do not reflect the ongoing investigation, warning that unverified claims could create confusion and affect public trust.
