Biden Administration Proposes Ban on Connected Vehicles from China and Russia

In a significant move to bolster national security, the Biden administration announced on Monday a proposed rule aimed at banning the sale and import of connected vehicles and parts linked to China and Russia. The Department of Commerce highlighted concerns that such vehicles could be exploited by adversaries to access sensitive data, including personal information and details about U.S. critical infrastructure.

 

The proposed rule focuses on software and hardware integral to connected vehicle systems, particularly those enabling external connectivity and autonomous driving. Targeted technologies include telematics control units, Bluetooth, cellular, satellite, and Wi-Fi modules, all of which facilitate communication between vehicles and external networks. Notably, the ban would affect Chinese or Russian-manufactured vehicles, with exemptions only for non-public road use, such as farm vehicles.

 

The White House underscored the potential threat posed by foreign hackers, warning that specific hardware and software could be used to surveil critical infrastructure, thus jeopardising national security. "Certain technologies present opportunities for malicious actors to disrupt operations or manipulate vehicles themselves," the announcement stated.

 

Implementation of the ban is staggered, with the software ban set to take effect for model year 2027 and the hardware ban for model year 2030. The proposal follows a directive from President Biden in February, urging investigations into the national security risks posed by imported vehicle technologies.

 

As global automakers increasingly depend on China for connected vehicle components, the proposed rule seeks to mitigate growing concerns over privacy violations and data misuse. U.S. Secretary of Commerce Gina Raimondo remarked, “It doesn’t take much imagination to understand how a foreign adversary could pose a serious risk to both our national security and the privacy of U.S. citizens.”
