Why are cyber attacks under reported?

Rik Ferguson, VP security research at Trend Micro, explains that the under-reporting of cyber crime is often a result of a lack of knowledge about what has happened.

People find it hard to report to law enforcement cyber crimes they don’t really understand and therefore cannot describe. In addition many enterprises feel that there is a reputational risk attached to reporting a cyber attack.
